Israeli Minister of Defense Moshe Ya'alon, on Wednesday, reportedly gave clear instructions to his soldiers to shoot dead any Palestinian who tries to carry out an operation against Israelis.
During a visit to the Israeli soldiers at Jordan valley, Ya'laon said, "This period [has] witnessed an increase in the number of self-motivated attacks against Israelis, and it is of aptitude not to become [an] easy target. In such case you have to directly attack him."
"The soldier has to stop him by attacking him directly," Ya'alon instructed, according to Al Ray Palestinian Media Agency.
He explained to the soldiers that the enemy concentrates on weak points and, for that, one must be ready for any accident, even in areas of calm.

Israeli forces stationed at military checkpoints have used excessive lethal force against Palestinian civilians. During the past few days, Israeli forces have killed 3 Palestinian civilians in similar circumstances which did not require the use of excessive force.
In addition, Israeli forces claimed in these 3 crimes that Palestinian civilians attempted to stab Israeli soldiers. Two of these crimes took place 42 hours apart at 2 checkpoints south of Nablus.
Investigations conducted by PCHR confirm that these crimes violate the principles of necessity and discrimination, and the use of force was excessive, especially that Israeli forces could have used less lethal force against the victims or arrested them, even if the Israeli allegations were true.
PCHR points out that the Israeli Prime Minister and Defense Minister praised the Israeli soldiers who committed these crimes, which will serve to encourage other soldiers to commit similar crimes against Palestinian civilians.
According to investigations conducted by PCHR regarding the latest of these crimes, at approximately 12:15 on Monday, 17 August 2015, a Palestinian civilian, 24-year-old Mohammed Basam Mustafa al-Atrash, from Kafer Ra'ei village southwest of Jenin, arrived at Za'tara checkpoint , south of Nablus, coming back from Ramallah.
Israeli soldiers stationed at the checkpoint stopped a taxi which was carrying al-Atrash, and while checking the passengers' IDs, Israeli soldiers got him out of taxi because he wasn’t carrying his ID card and forced him to wait at the checkpoint.
An eyewitness who was crossing the checkpoint stated that he saw two Israeli soldiers, who were checking cars coming from Ramallah, opening fire at al-Atrash and running towards him.
They eventually killed him. Soon after, Israeli forces closed the checkpoint and did not allow a Palestinian ambulance to attend al-Atrash.
They brought an Israeli ambulance to transfer to Huwwara Camp, south of Nablus. At approximately 15:15, the body of Mohammed al-Atrash was delivered to a Palestinian ambulance at Awarta checkpoint at the northeastern entrance of Nablus.
The victim's body was then transported to Rafidia Hospital in Nablus. According to medical sources, the victim was hit by 10 gunshots to the chest, the abdomen and limbs.
Israeli forces claimed that al-Atrash attempted to stab an Israeli soldier before they killed him. At midnight, Israeli forces raided the house of Mohammed al-Atrash in Kafer Raie village, and checked all the house's knives in order to compare them with a knife which they claimed that Mohammed used to stab the Israeli soldier. However, they did not found such knife.
PCHR notes that this is the third crime committed by Israeli forces in similar circumstances within 9 days on the same ground.
On 15 August 2015, Israeli forces shot dead Rafiq Kamel Rafiq al-Taj, 21, from Tubas, at a military checkpoint ahead of the intersection of Bitaa village southern Nablus, with 4 bullets to the head, the back, the abdomen and the left thigh.
Also on 09 August 2015, Anas Ibrahim Mohammed Taha,21, from Qanta village northwest of Jerusalem, was killed by Israeli soldiers who opened fire at him at Khawaja petrol station which is located at (443) road that links Jerusalem with Israel, adjacent to Kharabtha al-Mosbah village, southwest of Ramallah.
PCHR strongly condemns these crimes which further prove the continued use of excessive force by Israeli forces against the Palestinian civilians in disregard for their lives.
Furthermore, PCHR calls upon the international community to take immediate and effective action to stop the Israeli crimes and reiterates its call for the High Contracting Parties to the 1949 Fourth Geneva Convention to fulfill their obligations under Article 1; i.e., to respect and to ensure respect for the Convention in all circumstances, and their obligation under Article 146 to prosecute persons alleged to commit grave breaches of the Fourth Geneva Convention.
These grave breaches constitute war crimes under Article 147 of the same Convention and Protocol (I) Additional to the Geneva Conventions.

Bassam Abu Amsheh, the martyr’s father, underlined that the IOF deliberately kill Palestinians in cool blood and revealed that his son was looking for a job.
Dozens of the IOF soldiers escorted by intelligence officers stormed, at dawn hours, the house of martyr Abu Amsheh and provocatively searched it. The forces wreaked havoc in the house causing great damage to its properties and detained the family members in one of its rooms.
The IOF soldiers opened field investigation with the mother and sister of martyr Abu Amsheh questioning them about the martyr and family.

The Palestinian Authority security forces on Tuesday said that there was no evidence that Palestinians shot by Israeli forces in recent days, in two cases fatally, had stabbed Israeli soldiers.
In the last week, Israeli forces have shot three Palestinians, killing two, who they claimed attempted to stab Israeli soldiers or Border Police officers.
However, the spokesperson for the PA security forces, Major-General Adnan Dmeiri, said in a statement that Israel had provided no evidence to support its allegations. He questioned the fact that in each case the Israeli army or police force investigated its own soldiers or officers, "without the interference of any other party."
He said that the investigations had portrayed the Israeli soldiers and officers as "heroes. "Dmeiri criticized the fact that the army and police force were both the investigators and the "executors" of Palestinians.
Most recently, Israeli forces shot dead a young Palestinian man on Monday afternoon after they claimed he attempted to stab an Israeli Border Police officer. An Israeli army spokeswoman alleged that the Palestinian man approached Israeli Border Police officers at Tappuah junction, known to Palestinians as Zaatara military checkpoint, asking for "medical assistance."
The spokeswoman said that he then pulled out a knife and attempted to stab an Israeli officer before he was shot dead. She said that the Israeli police officer was lightly injured.
Two days earlier, Border Police shot dead another Palestinian after the army said he stabbed an Israeli Border Police officer near Beita in southern Nablus.Rafeeq Kamil Rafeeq al-Taj, 21, was shot five times, the Palestinian Red Crescent Society said.
On the same day, Israeli forces shot and lightly injured a Palestinian man after he allegedly stabbed a soldier west of Ramallah. He was taken into custody following the incident.
Israeli media recently reported that the Israeli army had implemented new rules of engagement, requiring soldiers in the occupied Palestinian territory to hold their fire unless there is a genuine threat to their lives.
Previous rules allowed Israeli soldiers to use fire "warning shots" when their lives were not at imminent risk, and subsequently aim for lower extremities when engaging with Palestinians on the ground.
Since the beginning of 2015 Israeli forces have injured an average of 37 Palestinians a week, and killed a total of at least 25 Palestinians, according to UN figures.

Israeli Occupation Forces (IOF) on Tuesday dawn broke into the home of Martyr Mohammed AbuAmsha (26) in Kafr Raa’i village, Jenin, northern West Bank, after he was executed on the Za’tara checkpoint near Nablus Monday afternoon.
IOF broke into and inspected the house, then detained the martyr’s father and brother and interrogated them. No arrests were reported.
Mohammad was shot dead on Monday afternoon, after he allegedly stabbed an Israeli soldier on Za’tara military checkpoint south of Nablus.
The soldier reportedly was lightly wounded and treated on the scene.
IOF detained Mohammad’s body and did not let the ambulances or people approach, letting his bloods drain on the ground.
On Saturday, two alleged stabbing attacks took place in the West Bank. One of the assailants was immediately shot dead, and another arrested after shot and lightly wounded by Israeli forces.
Israeli soldiers are given the green light to immediately shoot any Palestinian without any proof of attacks.
Meanwhile, the Israeli police released extremist settlers suspected in burning alive 18-month-old toddler Ali Dawabsheh and his father, and before it, attacking pride parade in Jerusalem.
Hamas calls for resistance response to Za’atara crime
Spokesman for Hamas Movement Hossam Badran called for resistance response to the Israeli cold-blooded killing of a Palestinian young man at Za’atara checkpoint earlier Monday.
Badran urged the Palestinian Authority to immediately stop the persecution of resistance elements in West Bank and to put an end to security coordination with the occupation.
Halting security coordination between PA and Israeli forces, according to him, has become a national necessity more than ever before.
He pointed to the urgent need of releasing Palestinian resistance elements from PA jails especially in light of the PA inaction towards Israeli daily crimes.
West Bank resistance elements do not need a permission to defend their people or to act against Israeli crimes, Hamas’s spokesperson said.
He expressed his Movement’s deepest condolences and sympathy to the family members of the martyr Mohamed Abu Amsheh who was shot dead in cold blood by Israeli soldiers at Za'atara checkpoint, south of Nablus city.
Specialist in settlement affairs Ghassan Daghlas told the Palestinian Information Center (PIC) that the soldiers cold-bloodedly and barbarically showered the young man with a hail of bullets without knowing his identity yet.

The Palestinian government Monday strongly denounced the Israeli forces’ shooting and killing of a Palestinian earlier on Monday at Zata’ara military checkpoint to the south of Nablus.
Earlier Monday, Israeli soldiers shot 26-year-old Mohammed al-Atrash, from Jenin’s town of Kufr Ra’i, at Zata’ara military checkpoint to the south of Nablus, and denied medical teams access to him, leaving him to bleed to death.
The government, in statement, denounced the far from truth flimsy excuses used by the Israeli side to justify the killing of al-Atrash, stressing that the Israeli occupation is responsible for all crimes committed against the Palestinian people.
The government said that the al-Atrash was heading toward the soldiers simply to ask for water after feeling unwell, when he was shot at by Israeli soldiers.
It called on the international community, particularly the United Nations Security Council, to uphold their legal and ethical responsibilities and provide protection for the Palestinian people against the daily crimes committed against them.
The government further called to oblige Israel to halt its military escalation, which it said, aims to drag the region into a cycle of violence.

He noted that the Israeli troops in the area were still preventing, until the moment of writing this report, anyone from getting near the body of the victim to identify him.
The Hebrew news website 0404 said that Israeli soldiers fired four bullets at the young man and left him bleed to death.
Meanwhile, the Israeli army closed Za'atara checkpoint and embarked on restricting the movement of passengers at Hawara checkpoint.
The army also intensified its presence along the road between Nablus and Ramallah.
Israeli Army Shoots Palestinian, Leaves him to Bleed to Death
Israeli soldiers on Monday shot dead a Palestinian at Za’tara military checkpoint to the south of Nablus, according to the Red Cross. It said the soldiers shot a Palestinian, whose identity remain unidentified, and denied medical teams access to him, leaving him to bleed to death.
This came only two days after Israeli forces, late Saturday, shot and killed 16-year-old Rafik Kamel al-Taj at Huwwara’s main street to the south of Nablus, for allegedly attempting to stab an Israeli soldier.
Furthermore on August 9, 20-year-old Anas Taha from Qatanna, to the northwest of Jerusalem, was shot dead by Israeli soldiers near Ofer prison, west of Ramallah, also for reportedly stabbing an Israeli settler.
According to al-Haq human rights center, “Between 20 and 28 April 2015, Israeli Occupying Forces (IOF) killed three Palestinians, including a child, in the West Bank cities of Hebron, East Jerusalem, and Jenin.”
“These cases are emblematic of Israel's disregard for Palestinian lives and policy of lethal use of force,” added the center.
“Israeli forces should refrain from using live ammunition against civilians and resort to less lethal methods,” urged the center.
As an Occupying Power, Israel is obliged to protect the occupied population and safeguard their lives.
The right to life is affirmed under international human rights law, including Article 6 of the International Covenant on Civil and Political Rights (ICCPR). Article 6 of the United Nations Convention on the Rights of the Child (CRC) also recognizes that every child has an inherent right to life and the necessity of protecting this right.
On Sunday, The Palestinian foreign ministry, in a statement, said that a file on Israel’s policy of field execution committed against the Palestinian people is being prepared in preparation to take it to the international Criminal Court (ICC) in Hague.
According to the Middle East Monitor “At least 23 Palestinians have been killed and another 2,156 detained by the Israeli military since January 1, 2015, the Palestine Liberation Organization (PLO) said in a report.
The report noted that the Israeli army killed at least 42 Palestinians in the same period of 2014.

Palestinian witnesses said that Israeli forces closed the checkpoint to traffic as large numbers of troops deployed in the area. Palestinian security sources told Ma'an that the victim did not have an identity card on him. They said that Israeli forces took his body to a nearby military base in Huwwara.

In addition, sources in the Red Crescent, confirmed that the occupation forces prevented crews from approaching him, and left to bleed to death, and transferred him to Camp 'Hawara'.
Palestinian young man cold-bloodedly killed at Za'atara checkpoint
A Palestinian young man on Monday afternoon was shot dead in cold blood by Israeli soldiers at Za'atara checkpoint, south of Nablus city.

Specialist in settlement affairs Ghassan Daghlas told the Palestinian Information Center (PIC) that the soldiers cold-bloodedly and barbarically showered the young man with a hail of bullets without knowing his identity yet.
Daghlas belied the Israeli claim that the young man tried to stab a soldier at the checkpoint and affirmed that he was shot as he was approaching the roadblock.
He noted that the Israeli troops in the area were still preventing, until the moment of writing this report, anyone from getting near the body of the victim to identify him.
The Hebrew news website 0404 said that Israeli soldiers fired four bullets at the young man and left him bleed to death.
Meanwhile, the Israeli army closed Za'atara checkpoint and embarked on restricting the movement of passengers at Hawara checkpoint.
The army also intensified its presence along the road between Nablus and Ramallah.

According to al-Haq human rights center, “Between 20 and 28 April 2015, Israeli Occupying Forces (IOF) killed three Palestinians, including a child, in the West Bank cities of Hebron, East Jerusalem, and Jenin.”
“These cases are emblematic of Israel's disregard for Palestinian lives and policy of lethal use of force,” added the center.
“Israeli forces should refrain from using live ammunition against civilians and resort to less lethal methods,” urged the center.
As an Occupying Power, Israel is obliged to protect the occupied population and safeguard their lives.
The right to life is affirmed under international human rights law, including Article 6 of the International Covenant on Civil and Political Rights (ICCPR). Article 6 of the United Nations Convention on the Rights of the Child (CRC) also recognizes that every child has an inherent right to life and the necessity of protecting this right.
On Sunday, The Palestinian foreign ministry, in a statement, said that a file on Israel’s policy of field execution committed against the Palestinian people is being prepared in preparation to take it to the international Criminal Court (ICC) in Hague.
According to the Middle East Monitor “At least 23 Palestinians have been killed and another 2,156 detained by the Israeli military since January 1, 2015, the Palestine Liberation Organization (PLO) said in a report.
The report noted that the Israeli army killed at least 42 Palestinians in the same period of 2014.

Israeli troops shot dead a young Palestinian man in the northern West Bank on Monday after he allegedly attempted to stab an Israeli Border Police officer, the Israeli army said.
An Israeli army spokeswoman alleged that the Palestinian man approached Israeli Border Police officers at Tappuah junction, known to Palestinians as Zaatara military checkpoint, asking for "medical assistance."
The spokeswoman said that he then pulled out a knife and attempted to stab an Israeli officer. She said that he struggled with the officer, before other officers opened fire on him. The spokeswoman confirmed that he had been killed. She added that the police officer was lightly injured.
Palestinian witnesses said that Israeli forces closed the checkpoint to traffic as large numbers of troops deployed in the area. Palestinian security sources told Ma'an that the victim did not have an identity card on him. They said that Israeli forces took his body to a nearby military base in Huwwara.
They said that the body would be delivered to his family after he is identified. Israeli forces on Saturday shot dead another Palestinian after he stabbed an Israeli Border Police officer near Beita in southern Nablus.

Thousands of angry citizens afternoon Sunday marched in the funeral procession of a 21-year-old youth shot dead by the Israeli Occupation Forces (IOF) for allegedly trying to stab an Israeli soldier close to the entrance of Beta town to the south of Nablus city.
Rafiq's funeral prayer was held in al-Tawhid mosque in Tubas city. The worshipers along with leaders of Palestinian factions then went on a march and roamed the city's streets carrying the martyr's body, wrapped in the Palestinian flag, on their shoulders. The participants raised photos of the martyr, chanted pro-resistance slogans, and called for responding to this heinous crime. but the angry youths refused to hand over his body amid slogans against the security coordination with Israel.

Ahmad declared: "We will continue making more sacrifices until the last inch of Palestine is liberated from Israel's grips."
Ja'far al-Taj, the martyr's uncle, told the PIC reporter: "We received the news with patience; the martyrdom of any member of our family is a source of pride to us, we are patient and we seek the reward from Allah."

A Palestinian woman from Rafah city in the southern Gaza Strip died Sunday morning from wounds she sustained more than a week ago when an unexploded ordnance from last summer's Israeli military offensive went off while a family was clearing rubble from a destroyed house in the Shabora neighborhood of Rafah.
Palestinian medical sources at Abu Yousif al-Najjar hospital in Rafah said 77-year-old Amina Abu Naqira was in a critical condition before she succumbed to her wounds on Sunday morning after fighting for life for more than one week.
At least four Palestinians were killed the day of the explosion, and over 30 were injured. The other fatalities were all from the same family as the 77-year-old and were identified earlier this month as Bakr Hasan Abu Naqira, Abdul-Rahman Abu Naqira, Ahmad Hasan Abu Naqira, and Hassan Ahmad Abu Naqira.
