The Palestinian Center for Human Rights (PCHR) condemns in the strongest terms the crime committed by Israeli forces on Monday morning, 12 October 2015, in occupied East Jerusalem, which resulted in killing Mostafa al-Khateeb on the grounds of suspicions, as this crime amounts to extra-judicial execution.
Committing such crimes as a policy adopted by Israeli forces is a translation of the decisions taken by the Israeli government and statements made by its members inciting for killing Palestinian civilians, who carry out and/or attempt to carry out stabbings against Israeli forces, police and settlers.
Furthermore, PCHR denounces this crime that is added to the series of Israeli crimes committed in East Jerusalem in particular, and the occupied Palestinian territory (oPt) in general. Therefore, PCHR calls upon the international community to take immediate action and fulfill its legal and moral obligations to protect the Palestinian civilians in the oPt. PCHR believes that the silence of the international community towards these crimes encourages the Israeli government to continue its policy that violates international humanitarian law.
According to investigations conducted by PCHR, at approximately 08:20, on the abovementioned day, while Mostafa Adel al-Khateeb (18), from Sour Baher village south of occupied East Jerusalem, was inside his car near al-Asbat Gate, which is one of the Old City gates, Israeli forces ordered him to step out of the car to be searched. Once he did, Israeli forces directly opened fire at him, as he was putting his hand in his pocket, raising suspicion for Israeli forces of an attempt to stab Israeli soldiers in the area. As a result, he was killed by over 10 bullets; some bullets hit him in the head and others penetrated his body.
The Israeli police was confused when addressing the incident. In the first statement made by the Israeli police, it was reported that the young man had stabbed a settler. However, they issued another statement claiming that he stabbed an Israeli soldier, but a third statement claimed that he refused to obey the Israeli Border Guard officer's orders to be searched and that he was hiding a knife in his pocket to stab somebody over there. The final statement explained that he attempted to stab an Israeli soldier in the place, but the bulletproof vest protected the soldier.
It should be noted that this crime is the fifth of its kind committed by Israeli forces in Jerusalem within 10 days. On 03 October 2015, Israeli special officers killed Mohannad Shafiq Halabi (19) on the grounds of stabbing 2 settlers near the Hospice Hotel in al-Wad Street in the Old City. Few hours later, an Israeli police officer opened fire from a close range at Fadi Samir Mostafa Aloon (19), from al-Eisawiya village, northeast of East Jerusalem, as they claimed that he attempted to stab a 15-year-old settler. In addition, on 10 October 2015, Israeli police officers opened fire at Ishac Qasem Badran (16), from Kufor Aqeb north of the city, after he stabbed 2 settlers in al-Mesrara area, where he was left bleeding to death. Also on the same day, Israeli forces opened fire at Mohammed Sa'id Mohammed Ali (19), from Shu'fat refugee camp, after he stabbed 2 officers of the Israeli special forces in al-Amoud Gate area. As a result, Ali was immediately killed.
PCHR strongly condemns the use of excessive force by Israeli forces against the Palestinian civilians in disregard for their lives. PCHR stresses that in the above-mentioned cases, Israeli forces could have used less force against the victims or could have arrested them. PCHR calls upon the international community to take immediate and effective actions to put an end to such crimes and reiterates its call for the High Contracting Parties to the Fourth Geneva Convention of 1949 to fulfill their obligations under Article 1; i.e., to respect and to ensure respect for the Convention in all circumstances, and their obligation under Article 146 to prosecute persons alleged to commit grave breaches of the Fourth Geneva Convention. These grave breaches constitute war crimes under Article 147 of the same Convention and Protocol I Additional to the Geneva Conventions.

Two Israelis were seriously injured in a third reported stabbing attack in Jerusalem, on Monday, with one Palestinian suspect, reportedly a child, shot dead at the scene and another wounded, Israeli police said.
The stabbing attack took place near the illegal Pisgat Zeev settlement in East Jerusalem, with Israeli police reporting that two Israelis were seriously injured and a Palestinian suspect shot and killed.
A second suspect was shot and injured, police added.
Relatives told Ma'an News Agency that the two Palestinian boys were from Beit Hanina and aged between 12-14, without providing further details about which boy was reported killed.
Israeli media reported that one of the Israeli victims, a 13-year-old teenager, was critically wounded in the attack, while another 25-year-old sustained serious injuries.
The incident was the third alleged stabbing attack on Monday.

A Palestinian man on Sunday evening ran over an Israeli soldier then stopped his car and stabbed two Israelis near Khadera city in northern 1948 occupied Palestine before being caught.

Ynet Hebrew newspaper said on its website that the attacker stabbed the settler in the back then fled away, adding that the settler’s condition was serious.
Israeli occupation forces rushed to the scene in big numbers and combed the nearby areas in search for the assailant.
This is the 8th stabbing attack launched by Palestinians over the past 24 hours. The Palestinian people are increasingly frustrated by the repeated Israeli army and settlers’ attacks on their families and property and by the growing violations of holy shrines especially al-Aqsa Mosque.

Eyewitnesses said that resistance fighters approached the checkpoint and showered the soldiers there with a hail of bullets before withdrawing from the area.
There is still no information if any of the soldiers sustained injuries in the gunfire attack.

The Israeli occupation army claimed overnight Sunday that it has received notifications on projected anti-occupation attacks in the southern West Bank province of al-Khalil and Occupied Jerusalem.
Israeli news outlets quoted the occupation army as claiming that a state of alert has been declared after threats were received on anti-occupation operations in al-Khalil city and Occupied Jerusalem.
PIC’s expert in the Palestinian-Israeli affairs said reports on simmering unrest among the occupation army is meant to set the stage for preplanned Israeli crimes.
Following a four-hour-long discussion at the headquarters of the war ministry overnight Sunday, the Israeli premier, Benjamin Netanyahu said an agreement was reached on escalating demolitions of Palestinian civilians homes, expediting deportation orders against Jerusalem’s anti-occupation activists, and stepping up administrative detentions.
He further threatened that more occupation troops will be deployed in and around the West Bank and Occupied Jerusalem to quell further anti-Israel activism.
Israeli news outlets quoted the occupation army as claiming that a state of alert has been declared after threats were received on anti-occupation operations in al-Khalil city and Occupied Jerusalem.
PIC’s expert in the Palestinian-Israeli affairs said reports on simmering unrest among the occupation army is meant to set the stage for preplanned Israeli crimes.
Following a four-hour-long discussion at the headquarters of the war ministry overnight Sunday, the Israeli premier, Benjamin Netanyahu said an agreement was reached on escalating demolitions of Palestinian civilians homes, expediting deportation orders against Jerusalem’s anti-occupation activists, and stepping up administrative detentions.
He further threatened that more occupation troops will be deployed in and around the West Bank and Occupied Jerusalem to quell further anti-Israel activism.

Palestinian masked men stabbed last night a Jewish settler and badly wounded him in Eilat city, south of occupied Palestine, according to the Hebrew media.
Hebrew news websites claimed the attackers chanted religious slogans as they were stabbing the settler and then fled away, adding that a large number of police forces arrived at the scene immediately following the attack.
Israeli medical sources, in turn, described the injury of the settler as very serious.
The resistance activities, including stabbing and gunfire attacks against Israelis, has increased during the last few days in the occupied Palestinian territories.
The attacks are believed to have been carried out in retaliation to Israel's intent to Judaize the Aqsa Mosque and the settlers' recent escalation of their crimes and deadly attacks against the Palestinians in the West Bank.

A Palestinian young man on Wednesday night suffered a bullet injury when Israeli soldiers opened fire at him on allegations of his attempt to stab one of them at a military checkpoint to the east of Tulkarem city.
According to the Hebrew radio, the soldier did not suffer any injury in the attack, which occurred last night at Annab checkpoint.
Consequently, the Israeli occupation army intensified its presence and measures at the checkpoint following the incident.
The identity of the attacker, however, is still unknown.

Israeli soldiers, and police officers, have kidnapped on Friday evening five Palestinians in occupied East Jerusalem, allegedly after they attacked an Israeli settler, mildly wounding him.
The Police said the five were taken prisoner near the Hebron Gate of the Old City; the Police claims the five were monitored by surveillance cameras after the alleged incident, and were taken prisoner before being moved to the al-Qashla Police station, in the Old City.
On Friday at dawn, the second day of the al-Adha Muslim feast, the soldiers kidnapped four Palestinians in Silwan and Sur Baher towns, in occupied Jerusalem.
The Wadi Hilweh Information Center in Silwan (Silwanic) said the soldiers have kidnapped Bilal al-A’war, 21, and Suleiman Qara’in, 18, from Ras al-‘Amoud in Silwan, in addition to Walid Firas al-Atrash, 19 and Abed Mahmoud Dweyat, 19, from Sur Baher.
On Thursday at dawn, soldiers kidnapped five Palestinians, after invading and searching their homes, in Silwan, and summoned many others for interrogation.
The kidnapped have been identified as Mohammad Jadallah, 16, Khaled Jadallah, 20, Abdul-Karim Khleilo, 18, Mohammad Tawil, and Mohammad Khaled Abu Kaf, 18.

The Israeli security cabinet has decided to issue an order that would set a four-year minimum sentence for stone- and firebomb-throwers, Prime Minister Benjamin Netanyahu's bureau said Thursday.
The cabinet agreed to back legislation to allow live fire in any case in which lives are endangered; use of sniper rifles against rock throwers; a minimum four-year prison sentence for rock throwers, including imprisonment and fines for minors aged 14-18; the cancellation of welfare benefits for minors in prison; and an evaluation of fining parents of convicted children aged 12-14.
“The security cabinet has decided to authorize police to use live ammunition against people throwing stones and Molotov cocktails when the life of a third person is threatened and no longer only when a police officer is threatened,” a statement from the Prime Minister’s Office said.
The order is to remain in effect for three years.
Following the vote, Prime Minister Benjamin Netanyahu tweeted that “In Israel, these murderous objects won’t be thrown unanswered and without prevention.”
The order has been issued at a time when the Israeli occupation soldiers and settlers have marred the lives of Palestinians in Occupied Jerusalem in an attempt to Judaize the city, wipe out its typically Islamic identity, and hold sway over Muslims’ holy al-Aqsa Mosque.
