Neither of the Israelis were harmed in the attack, but the vehicle was damaged by the gun fire.
Yona Betzalel, one of the Israelis traveling in the car, said the gun shots had come from a vehicle passing in the opposite direction. "We heard gun fire. The driver stopped immediately; neither of us were hurt. I pulled out my pistol and the driver pulled out his rifle and we ran at the car that had fired at us. I fired in the air and the driver shot at their car."
The duo was apparently unable to stop the vehicle however, and IDF troops were rushed to the scene to begin searching for the perpetrators. A suspected act of arson also occurred near the Jewish settlement of Yitzhar in wake of the attack overnight that killed 18-month-old Palestinian Ali Dawabsheh and put his parents and brother in critical condition in the hospital.
Two fire trucks were brought to the scene to combat the flames. Additional clashes and protests erupted in the West Bank Friday, giving rise to intense fears of further escalation. Riots first began in Jerusalem where Hamas had already declared a "Day of Rage" following clashes at the Temple Mount. On Monday morning, the Israeli Ministerial Committee drafted an “anti-terrorism” law.
According to Israeli Channel 7, the committee is expected to approve the bill, which amends and expands the definition of “terrorist organizations”, and stresses that sanctions must be imposed on members of so-called organizations and perpetrators of “terrorist” attacks.
Under this bill, any members of organizations which fulfill the infrastructure necessary to be considered a “terrorist” organization will be sentenced to 25 years imprisonment, said the PNN. A member who holds a senior position in the organization could be sentenced to 15 years in prison.
Furthermore, according to the bill, any person who offers technical support, broadcast services or money laundering to the organization can be convicted. Furthermore, the bill prevents any judicial changes and reductions to the convicted sentence of 15 years or more.

Israeli soldiers kidnapped, earlier on Monday, four Palestinians in the southern West Bank district of Hebron, and installed several roadblocks, and kidnapped a child on Sunday evening. Israeli military sources said soldiers shot a young man, allegedly, after he attempted to stab a soldier.
The WAFA Palestinian News Agency has reported that the soldiers invaded Surif town, northwest of Hebron, kidnapped Omar Abdul-Rahma Eghneimat, 55, and confiscated his agricultural tractor.
In addition, several military vehicles invaded a number of neighborhoods in Hebron city, stormed and searched homes, and kidnapped three Palestinians identified as Baha’ Akram Abu Shkheidem, 22, Rami Mohammad al-‘Oweiwy, 30, and Yousef Hamdi Joneidi, 35 years of age.
Soldiers also installed several roadblocks on Hebron’s northern entrances, and the main entrance of Sa’ir town, northeast of Hebron, before stopping and searching dozens of cars, and investigated the ID cards of the passengers.
Furthermore, soldiers stationed at a military roadblock, east of Hebron, shot and injured a young man, reportedly after he attempted to stab a soldier.
On Sunday evening, soldiers assaulted a child, and took him to the Karmie Tzur illegal settlement, built on Palestinian lands, in Beit Ummar town, north of Hebron.
Mohammad Ayyad Awad, coordinator of the Popular Committee against the Wall and Settlements in Beit Ummar, said the soldiers beat Hamza Abu Hashem, 16 years of age, and kidnapped him.

They claimed that the youth, still unidentified, was assaulted for carrying a knife and intending to attack a soldier near Giv’at Avot settlement near Hebron, before IOF opened fire on him.
Israeli media said that the guy was arrested and moved from the spot by an Israeli ambulance. The soldier did sustain any injuries.

Amendment to existing law allows court to sentence rioter to up to 10 years in prison even without proof of intent to cause harm.
Legislation to impose harsher sentences on stone-throwers passed the final hurdle on Monday night in the Knesset after it passed the second and third readings, making it into law.
The bill, proposed by former justice minister Tzipi Livni and then promoted in this term by her successor Ayelet Shaked, passed with 69 in favor, including Zionist Union MKs, and 17 against. The new legislation is an amendment to the existing law, and serves to supplement and clarify it. Primarily, it defines stone-throwing at police with the intention of disturbing or preventing officers from doing their duty as an offense.
The amendment also splits the offense of stone-throwing to two different levels of severity. On the first level, stone-throwers could receive up to 10 years in prison without the prosecution having to prove intention to cause harm. On the second level, in cases where the prosecution can prove an intention to cause harm, stone-throwers could receive up to 20 years in prison.
Before the amendment's passing, the maximum punishment for throwing stones or other objects at vehicles or individuals on a road was 20 years, but it required the prosecution to prove the thrower intended to cause harm.
In many cases, this intention was hard to prove, creating a situation in which stone-throwers received relatively light sentences, which did not match the severity of the offense. "Justice was made today," Shaked said after the amendment's passing. "For years, terrorists got away from punishment and accountability. Leniency to terrorists stops today. A stone-thrower is a terrorist and only an appropriate punishment can serve as deterrence."
Tensions were running high at the Knesset during the discussion on the legislation.
Joint Arab List MK Jamal Zahalka said: "Imagine we brought both the stone-throwers and those who caused them to throw stones in front of a judge. Who would the judge put in prison? The one who demolished a house, expropriate the land, killed the brother? Or the boy who threw a stone? You are picking on people who are responding to greater wrongs. This is hypocrisy. Those who demolish homes get rewarded, but the boy whose anger is justified is being punished."
MK Ahmad Tibi added: "There is an order in the army that if soldiers arrive at a place where Jews are protesting and one of the protesters jumps the soldiers, they are not allowed to shoot him because he's Jewish. Under the same circumstances, when it's Arabs, they shoot to kill. 'Neutralize,' they call it. That is why a Palestinian is doomed even if he throws a non-lethal stone."
Things got heated further when Deputy Knesset Speaker Hilik Bar, who presided over the discussion, answered to Tibi: "It's all fine for you to criticize IDF soldiers, but just remember that it's thanks to them that you we can have this discussion here.
Just like they're protecting me, they're protecting you too in the jungle of the Middle East."
MKs from the Joint Arab List were enrage and the discussion was stopped for several minutes due to shouting from the MKs.

VIDEO: Palestinians attacked Jewish homes for 20 minutes in East Jerusalem neighborhood, and residents say police were tardy and then refrained from intervening; part of attack caught on video.
Stones, Molotov cocktails, and fireworks were thrown Thursday night at Jewish homes in the East Jerusalem neighborhood of Ma'ale HaZeitim – and residents claim that police failed to properly deal with the violence.
According to witnesses, law enforcement took too long to arrive, refrained from intervening, and even got into arguments with residents.
One resident was lightly wounded, and numerous fires broke out.
The incident occurred at about 12:30 AM, when some 20 Palestinians arrived from Ras al-Amud. Security camera footage shows the mass attack, in which residents can be heard wondering why the police had not arrived.
Josha Wander, a member of the neighborhood security committee, said police arrived after ten minutes, followed by reinforcements after 15-20 minutes, and that they then refrained from responding. "Instead of responding and protecting, the police started arguing with us and asking us why we were outside and why we were getting involved," he said.
Wander added that the attacks slowly dissipated and stopped after 1 AM without any interference by law enforcement. He said the wounded man received medical treatment from the neighborhood medical team and required stitches.
A resident who was in her home during the incident said a Molotov cocktail was thrown inside her house and started a fire.
While attacks on Jewish homes in the neighborhood are commonplace, an incident of this magnitude has not occurred for a long time. The neighborhood security committee warned of potential escalation.
"We have seen an increase in hostile terrorist activity recently," said one member. "Violence towards us is rising."

The Israeli occupation police said in a press statement that “an Israeli settler was stabbed by a suspect, apparently a Palestinian, at Neve Jacob neighborhood in Occupied Jerusalem.”
The settler was reportedly transferred to hospital to be treated for the moderate injuries sustained in the alleged incident.
The suspect was then arrested, the statement pointed out, without giving any further details.

Rawan Abu Matar stabs Netzah Yehuda soldier in back near Nahliel in Binyamin, inflicting light-to-moderate wounds; security forces apprehend attacker.
A Netzah Yehuda Battalion soldier was stabbed by a young Palestinian woman near the settlement of Nahliel in the Binyamin area of the West Bank on Wednesday afternoon.
The soldier was taken to Tel HaShomer Medical Center in Ramat Gan in light-to-moderate condition.
The IDF spokesman said the Palestinian arrived at a military post and stabbed the soldier in the back. She was apprehended and taken for questioning.

A Christian IDF soldier from Yafa an-Naseriyye admitted on Monday to lying to the police when he claimed he was attacked by Muslim Arabs because he joined the Israeli army.
The soldier told police investigators on Sunday that he was attacked at a bus stop in Nazareth Illit while on his way back to base, dressed in his military uniform. He arrived at the Poriya Medical Center in Tiberias in the evening hours with bruises all over his body and was released after midnight.
But when the soldier was questioned by police on Monday, he confessed to lying about the attack and admitted to intentionally wounding himself. The soldier was held for questioning on suspicions of giving a false statement to police and of obstruction of justice, and his case will be transferred to the military police for further investigation.
The soldier initially claimed that a group of youths from Nazareth's eastern neighborhood walked towards him and yelled profanities at him. He said he started running towards a nearby grove, but they caught him and beat him. After learning the soldier lied, the Israeli Christians Recruitment Forum said: "We regret that the soldier chose to take advantage of a real problem of violence that exists, and which Christian soldiers deal with, for his own unknown personal interests.
"Over the past six months, there have been several real cases of violent assaults against Christian soldiers and it's a shame the issue is being brought to light with a fictional case that could cause damage in the future. Nonetheless, we hope that in light of the public discussion and media coverage, the different authorities get into the thick of things and work to put an end to this phenomenon of violence against Christian soldiers."

"The command tells soldiers not to treat Palestinian or Jewish stone throwers differently," said a military source who expanded on the details of the order.
"In every case of Jewish attacks against Palestinians, the reaction has to be immediate," said the source, "And there are four red lines: One, damage to property or the body of a Palestinian; two, throwing stones at security forces; three, verbal violence against a soldier, police officer, or border police officer; four, damage to IDF property."
The order has been revised several times in the past, first appearing as a result of several incidents between right-wing activists and IDF soldiers. In many of these cases, soldiers stood by in instances of violence against Palestinians.
"We explain to combat soldiers that there is no difference between a Jewish and a Palestinian who breaks the law," said a senior officer. "There are no special regulations for firing on a Palestinian."
To that end, the command allows for soldiers to use riot control measure and Krav Maga techniques that are learned in training.

To that end, the command allows for soldiers to use riot control measure and Krav Maga techniques that are learned in training.

The Israeli occupation army claimed Thursday night that a stabbing attack had been prevented in northern Occupied Jerusalem, where a Palestinian suspect was arrested after allegedly approaching a group of soldiers with a knife.
According to Israeli sources, border policemen saw a 17-year-old Palestinian youth approach at the Qalandiya checkpoint and called for him to stop without receiving a response. When the soldiers cocked their weapons, however, the suspect threw his knife to the ground and the officers chased him down and arrested him.
The arrestee was dragged by the Israeli soldiers to an unknown destination shortly afterwards pending further investigation into the incident.
On some occasions, Palestinians have been treated as suspects on fake evidence and either shot or arrested.

According to the Israeli army broadcasting service, the armed forces arrested a child (17) after he raised a knife toward a group of soldiers at Qalandiya military checkpoint north of Jerusalem. The broadcast added “the boy has been transferred for investigation by the security forces.”
The Israeli security forces accused Hamas for “calling on people to attack Israeli targets” and for planning a number of them.

A Molotov cocktail was thrown Wednesday at an Israeli bus near Ramallah in the occupied West Bank. The back of the bus caught hire.
An Israeli bus was subjected to a Molotov cocktail attack while passing by Binyamin settlement region near Ramallah, Israeli media sources said.
The bus’ passengers disembarked in time and no one was hurt, while firefighters and Israeli forces rushed to the site, the sources added.

Israeli media reports quoted Friday Ben Dahan stating that displacing Palestinian militants and their families forever will help prevent them from committing attacks against Israeli targets.
Ben Dahan called on Israeli Justice Minister Elite Shaked to study the proposal to be then officially adopted, the sources added.
