Palestinian shot, seriously wounded by IDF force near Palestinian city of Salfit; IDF force involved says he was seen to be tampering with Gaza border fence, reached into pocket suspiciously; fearing he was carrying knife, force shot him; search later found no weapons on his person; IDF says investigation is underway.
The IDF announced Tuesday afternoon it will conduct an inquiry into the shooting of a Palestinian who was later found to be unarmed near the Palestinian city of Salfit, not far from Ariel.
Initially, the army reported an attempted stabbing in the Efraim Territorial Brigade that was foiled without any soldiers being harmed. The Palestinian who was shot was said to be in serious condition.
Additional information put out by the IDF Spokesperson's Unit said that "Several Palestinians suspected of an attempt to damage the border fence near Ariel drew close to an IDF force. One of them placed his hand in his pocket and appeared to be drawing a knife. The force shot at him in retaliation."
It was also conveyed the suspect received treatment on-site by the IDF force and was taken to a hospital for further treatment.
An initial inquiry turned up the force—belonging to the Kfir Brigade—ascertained the Palestinian was damaging the border fence. The Palestinian then approached one of the force's soldiers, it was claimed, and put his hand into his pocket suspiciously. The force rapidly responded by opening fire at the suspect, seriously wounding him. A search on his person then found he was not armed.
The army's Criminal Investigation Division (CID) conducted an inquiry two months ago into an incident where Givati soldiers fired on a car found to be driven suspiciously, killing its driver Mohammad Moussa near Halamish in Binyamin.
Moussa's sister Latifa, present in the car with him at the time, was wounded and taken to a Ramallah hospital for treatment. An inspection of the car found no weapons and the incident was therefore not deemed an attempted terrorist attack. The soldiers involved were asked to provide their account simultaneous to the command inquiry.
The soldiers claimed they had felt threatened and were forewarned of a suspicious vehicle present in the sector, which they claimed constituted the reason for the shooting.
Hours after the incident, however, the IDF announced that "An initial inquiry into the incident near the village of Nabi Salih turned up the force stationed in the square received a report of a vehicle driving erratically and was asked to flag it down. Obtaining a visual on the car, the force stepped onto the road and ordered it to stop.
"When the driver failed to comply, the force retaliated by opening fire. As a result, the driver was killed and another occupant was wounded. Investigation is ongoing."

The Palestinian resistance factions in Gaza on Tuesday held the Israeli occupation fully responsible for the ongoing aggression on the Palestinian people.
During a press conference held in Gaza following a Palestinian factions meeting, the factions mourned the two Palestinian martyrs Hasan Nasrallah and Mustafa al-Sultan who were killed in an explosion while driving their motorbike in the northern Gaza Strip.
In a related context, the Palestinian factions affirmed that the US latest decision is a declaration of war on the Palestinian people.
Secretary General of al-Ahrar Movement, Khalid Abu Hilal, said, delivering the meetings' statement, that this decision does not change the historical, religious and legal facts that Jerusalem is the eternal capital of Palestine.
Abu Hilal emphasized that this US move is aimed at "obliterating the Palestinian cause", urging the Palestinian people to escalate their intifada (uprising) against the Israeli occupation.
The Palestinian factions hailed the Arab and Muslim masses for their stand against the US decision and asked the Palestinian Authority and the Palestine Liberation Organization to withdraw their recognition of Israel, declare the failure of the Oslo era, and end security coordination with the Israeli occupation.
They called on the Arab League and the Organization of Islamic Cooperation to make decisions commensurate with the seriousness of the US move and boycott both Israel and the US economically and politically.
They also condemned the Bahraini delegation's visit to Israel and described it as a "stab in the back" that does not represent the peoples of the Arab and Muslim nations.

Other confrontations flared up between Palestinian youths and the IOF soldiers stationed near the separation wall in Zeita and Qaffin towns to the north of Tulkarem.
Clashes were resumed for the fifth day in a row at Huwara checkpoint and in Beit Furik town in Nablus province where the IOF soldiers fired tear gas canisters at the Palestinian youths who responded by throwing stones and setting tires on fire.
Clashes were also witnessed in Salem town to the east of Nablus between the Palestinian youths who blocked a settlement road running south of the town and the IOF soldiers who were summoned to reopen the road.
According to the spokesman for Gaza's Ministry of Health, Ashraf al-Qedra, 49 Palestinians were injured after being targeted with tear gas canisters and live and rubber bullets in the demonstrations launched along Gaza's border fence with the 1948 occupied Palestine in protest at the US decision.
Violent clashes and mass demonstrations have been launched all over the occupied Palestinian territories in rejection of the US recognition of Jerusalem as the capital of Israel and its decision to move the US embassy there.
A Palestinian photographer, Naser al-Shuyukhi, on Monday afternoon was shot and injured, in the shoulder, by Israeli Occupation Forces (IOF) while he was covering clashes that erupted between Palestinians and IOF soldiers in al-Khalil city.
Clashes also broke out at the northern entrance to al-Bireh city near Ramallah in the West Bank.
In the same context, students of Birzeit University held a sit-in protest at the US President Donald Trump’s decision to endorse Jerusalem as capital of Israel. After the event, the student protesters rushed to the site of clashes near Beit El settlement.
Eyewitnesses said that IOF troops closed the DCO barrier north of al-Bireh in both directions before the traffic of Palestinians.

A video released Sunday shows a large group of Israeli soldiers taking turns assaulting a Palestinian arrestee in the West Bank city of al-Khalil, amid protests against Trump’s recent declaration to recognize Jerusalem as Israel’s capital.
The video, filmed last Friday by a resident of al-Khalil and released by Israeli anti-occupation group B’Tselem, shows the soldiers forcibly dragging a handcuffed young Palestinian man through Wadi al-Tufah Street.
The detainee is repeatedly kicked, slapped, and manhandled by the soldiers, before being blindfolded. A resident of al-Khalil said he began filming the incident after hearing the man’s screams.
The man was arrested during a Palestinian “Day of Rage” across cities in the West Bank and Gaza, in response to Trump’s declaration, leading to the death of a number of protesters. Hundreds of others were wounded by live fire, rubber bullets, and tear gas across the occupied territories.
The above incident is reminiscent of one described by Breaking the Silence Spokesperson Dean Issacharoff, who was recently attacked by top Israeli leaders after they accused him of lying about beating up a Palestinian who was resisting arrest—also in al-Khalil—during his time as a soldier. The State Attorney’s Office, which looked into Issacharoff’s claim, eventually closed the case, determining that the incident in question never took place and that Issacharoff had lied (according to Issacharoff, the State Attorney’s Office interrogated the wrong Palestinian the whole time).
According to a B’Tselem statement, by closing the case against Issacharoff, the State Attorney “attempted to paint a false portrait of reality, according to which Israeli soldiers are rarely violent toward Palestinians, and every case always leads to an investigation.”
“This is the violent routine of occupation: dispersing protests, whether or not their participants use violence, as well as arresting and putting protest leaders on trial,” the statement continued. “These are common techniques used by Israel’s security forces, which align with the worldview of the authorities, according to which Palestinians have no right to resist the occupation, not to mention the right to free expression and protest.”
